This may be caused by a missing cost. The release to pack will fail, and if you go to Error Log, you will see something like this:
In this case, the packaging item (from the Pack BOM) 366MAO0540 did not exist in the warehouse...hence it could not find the cost. Just add the warehouse item for the missing packaging item and the shop order will release to pack.
